Property CPF: what the CIB is and why it already applies in São Paulo

The Brazilian Property Registry (Cadastro Imobiliário Brasileiro) gives every property in the country a unique code, created by the tax reform. In the city of São Paulo, urban properties are already in the first phase, in 2026. The owner pays nothing and does not need to apply: the code comes from the City Hall registry.

  • The CIB is a single code for each property in the country, with 7 characters and one check digit.
  • In 2026, registration applies to urban properties in the capitals, such as São Paulo.
  • The code is generated from the City Hall's property records, at no cost to the owner.

The tax reform created a single identifier for the country's properties, the Brazilian Property Registry (Cadastro Imobiliário Brasileiro, CIB), nicknamed the property's CPF. Complementary Law No. 214/2025 requires that urban and rural properties be registered in the CIB, which is part of Sinter, the national territorial information system of the Federal Revenue Service (Receita Federal).

The code has seven characters and a check digit. According to the Receita Federal, it works like the CPF for individuals and the CNPJ for companies (their tax IDs): one number that identifies the same property at any agency in the country.

Who goes first

The law set different deadlines. Within 12 months, registry offices, federal agencies and state capitals had to adopt the code in their systems; within 24 months, the remaining municipalities. According to the Receita Federal, in 2026 only urban properties in the capitals and the Federal District must be registered. In other municipalities, the obligation begins in January 2027.

The deadlines in the law

WhoDeadline to adopt the CIB
Registry offices (cartórios) and federal agencies12 months (January 2026)
State capitals and the Federal District12 months (January 2026)
State agencies and other municipalities24 months (January 2027)

The owner does not need to request the code or pay for it. The City Hall sends the property registry data, the same data used for the IPTU (property tax), to Sinter, and the system creates the CIB. For this reason, the Receita advises citizens to keep the property's record up to date with the City Hall.

Where the code will appear

The Receita Federal says the CIB will be required gradually in registering a property at the registry office, in paying taxes on the property, in the construction permit, in the registration and regularization of construction with the Receita, and in the leasing and sale of properties. The law also requires the code to appear on all construction documents issued by the municipality, and the construction itself will receive an identification in the same registry.

The CIB does not replace the registry office: deeds, registrations and certificates are still handled there, with the code as an identifier. To find out whether a property already has a CIB, check the Sinter Platform. If the code does not appear and you need it, the way forward is to ask the City Hall to send the property's data.

What this changes for you

  • Check that the property data on your IPTU is correct, such as area, address and use: the CIB comes from them.
  • Anyone who is going to sell, finance or regularize a building should expect the code in upcoming documents.
  • The CIB is free. Be suspicious of anyone who charges to generate the code.
