Analysis, technical design, ART, guidance on required upgrades, and follow-up of the case at the São Paulo State Fire Department.

Quick answer
AVCB and CLCB in São Paulo, in a few lines
The AVCB (Fire Department Inspection Certificate) and the CLCB (Fire Department License Certificate) are the São Paulo Fire Department's licenses. The CLCB applies to properties under the Simplified Technical Project, with up to 750 m² and up to 3 floors, outside the excluded occupancies; all others need an AVCB, which is only issued after an inspection. Everything is applied for on Via Fácil Bombeiros, and the validity is 1 to 3 years, depending on the occupancy.

The AVCBFire Department Inspection Certificate (Auto de Vistoria do Corpo de Bombeiros). Certifies that the property has the required fire safety measures. (Auto de Vistoria do Corpo de Bombeiros, Fire Department Inspection Certificate) and the CLCBFire Department License Certificate (Certificado de Licença do Corpo de Bombeiros). AVCB or CLCB in three questions
- 1Is the building up to 750 m²?
- 2Does it have up to 3 floors?
- 3Is the occupancy outside the list of exclusions (such as a hotel with more than 40 beds, daycare center, nightclub, hospital with inpatient care)?
Yes to all three
CLCB
Simplified Technical Project. Issued after the documents are submitted on Via Fácil; an inspection may come later.
No to at least one
AVCB
Full technical design and a Fire Department inspection before issuance.
Once issued, it is valid for:
1 year: nightclubs, soccer stadiums and explosives.
How long the AVCB and CLCB are valid
The validity is not the same for everyone: it depends on the property's occupancy group, defined in Annex K of Technical Instruction No. 01/2025.
| Validity | Occupancy types |
|---|---|
| 3 years | Most: residential, lodging, retail, services, schools, restaurants, garages, health care, industry and storage |
| 2 years | Some places where the public gathers, such as sports centers, theaters, auditoriums, clubs and party halls |
| 1 year | Nightclubs, soccer stadiums, explosives and unoccupied buildings without a fire brigade certificate |
| Temporary events | Up to 90 days |
The exact breakdown for each occupancy is in Annex K. Those who prove accreditation with a Mutual Cooperation Organization (Organismo de Cooperação Mútua) or an ISO 14001 certificate get 1 extra year.
