Expired AVCB: what happens to the property and how to regularize it
Keeping the AVCB (Fire Department Inspection Certificate) up to date is the duty of the owner or whoever uses the property. When it has expired, the Fire Department's regulation provides for a warning, a fine of 10 to 10,000 UFESP, and revocation of the license.
- With an expired AVCB, the property can receive a warning and a fine and have its license revoked.
- The fine ranges from 10 to 10,000 UFESP: from R$ 384.20 to R$ 384,200 in 2026.
- Renewal is requested on Via Fácil, with a new Fire Department inspection.

Under the State Fire Safety Regulation (Decree No. 69.118/2024), the owner or the person responsible for the use of the property must obtain and keep valid the Fire Department license, the AVCB (Fire Department Inspection Certificate) or the CLCB (Fire Department License Certificate). Letting the document expire is an infraction.
The regulation provides for three penalties: a written warning, a fine and revocation of the license. After the warning, the deadline to correct the problem cannot exceed 180 days, with a single extension of up to 180 days.

How much it can cost
The fine ranges from 10 to 10,000 São Paulo State Fiscal Units (UFESP), depending on the seriousness of the infraction. With the 2026 UFESP of R$ 38.42, that means from R$ 384.20 to R$ 384,200.
In addition to the penalties, the license can be suspended at any time, as a precaution, if the building does not meet the minimum requirements, and the premises can be temporarily closed in case of imminent risk to life.
What the regulation provides
| Measure | How it works |
|---|---|
| Written warning | Up to 180 days to correct the problem, with one extension |
| Fine | 10 to 10,000 UFESP (R$ 384.20 to R$ 384,200 in 2026) |
| Revocation | Loss of the Fire Department license |
| Precautionary suspension | At any time, if a minimum requirement is missing |
| Closure | Temporary, in case of imminent risk to life |
How to renew
The AVCB is renewed by requesting a new inspection on Via Fácil Bombeiros, with proof of technical responsibility for maintaining the safety measures. The CLCB is renewed with a new Simplified Technical Project request. Under Technical Instruction (IT) 01/2025, the Fire Department has up to 30 business days to carry out the inspection.
The document's validity depends on the occupancy: 3 years for most properties and 1 or 2 years for some public assembly venues and explosives. Since March 2026, the renewal also checks the electric-vehicle chargers installed in garages, under IT-41.
What this changes for you
- Check the expiration date of your AVCB or CLCB and request renewal before it expires.
- If it has already expired, start with the inspection of the safety measures and the technical responsibility for maintenance.
- Received a warning? The deadline to correct the problem is up to 180 days.
