Services and solutions
Scope of the technical and administrative services MTC follows.
MTC Serviços handles the follow-up of property, technical and administrative cases, including property regularization, the Safety Verification Certificate (AVS), the Safety Certificate, AVCB (Fire Department Inspection Certificate) and CLCB (Fire Department License Certificate), lot split (desdobro) and lot merger (remembramento), environmental licensing, operating licenses, registry office (cartório) cases, technical reports, technical attestations and technical responsibility.
Choosing the right service depends on the characteristics of the property, the activity carried out, the existing documentation and any requirements issued by the relevant authorities.
Explore all MTC services →The service may involve gathering and analyzing the existing documentation, checking the characteristics of the property, guidance on urban planning requirements, preparing or updating technical documents, issuing technical responsibility, preparing the case and following it up with City Hall or another relevant authority.
The activities needed are defined after the property and the documents submitted are analyzed. Not all cases require exactly the same steps.
Learn about property regularization →The Safety Verification Certificate (AVS) and the Safety Certificate are related to building safety conditions, but each has its own uses, procedures and requirements.
Identifying the right procedure depends on factors such as the building's use, area, construction characteristics, documentation status and how it fits the applicable rules. The team must analyze the property before defining which request will be needed.
See building safety services →AVCB (Fire Department Inspection Certificate) and CLCB (Fire Department License Certificate) are documents related to fire safety before the Fire Department.
Classification depends on the characteristics of the building or activity, such as area, occupancy, height, public capacity, risk level and the safety measures required.
The initial analysis makes it possible to check which procedure applies, the documents required and whether projects, adjustments, inspections or technical responsibility may be needed.
Learn more about AVCB and CLCB →Environmental licensing brings together procedures for analyzing the activity, the property and their possible environmental impacts.
Depending on the case, the process may involve CETESB, the Municipal Green and Environment Secretariat (SVMA) or other relevant authorities. Company documents may be needed, as well as information on the activity, location, equipment, production processes, waste, emissions and occupancy characteristics.
The type of license and the steps required are defined after the technical and documentary analysis.
Learn about environmental licensing →An operating license may be needed to authorize or regularize carrying out an activity at a given property.
The analysis considers, among other factors, the address, zoning, permitted use, economic activity, building conditions and whether there are other documents or licenses related to the operation.
Clearance depends on meeting the requirements that apply to the property and the activity.
A lot split (desdobro) is the procedure of dividing one lot into two or more areas. A lot merger (remembramento) is the unification of two or more lots into a single area.
These cases may involve analyzing urban planning legislation, surveying the registry situation, preparing plans and descriptive reports, technical responsibility, municipal approval and later regularization with the property registry office (cartório).
Feasibility should be checked before the case begins.
MTC can follow matters involving recordings on the property record (averbações), property records (matrículas), registrations, rectifications, deeds, area updates, merging or splitting of lots, and aligning the municipal documentation with the property registry.
The work needed depends on the status of the property record, the documentation available and the requirements set by the registry office.
See the registry office services →Technical reports and attestations record assessments, checks, conditions or conclusions related to properties, installations, buildings or activities.
The content, purpose, inspections required and technical responsibility vary depending on the document requested, the subject analyzed and the requirement presented by the company, City Hall, condominium, registry office or other authority.
