São Paulo City Hall extended to November 30, 2026 the deadline to file building regularization applications, known as the Amnesty (Anistia). The change was made by Decree No. 65.481 of August 28, 2026, which alters the deadline set in art. 33 of Decree No. 59.164/2019. The previous deadline was August 30.
Recent history of the deadline
| Act | Filing deadline |
|---|---|
| Decree of December 2025, based on Law No. 18.375/2025 | April 30, 2026 |
| Decree No. 65.148/2026, of April 2026 | August 30, 2026 |
| Decree No. 65.481/2026, of August 2026 | November 30, 2026 |
Who can apply
Buildings constructed by July 2014 that do not comply with the legislation, such as the Building Code and the Zoning Law, can be regularized under Laws No. 17.202/2019 and No. 18.375/2025. The application is made digitally, through the Licensing Portal, with the required documents and payment of the fees. The review and issuance of the Certificate of Regularization are the responsibility of the Municipal Secretariat for Urban Planning and Licensing (SMUL).

Regularization numbers
In April 2026, when announcing the previous extension, City Hall reported that 223,167 properties had already been regularized, most of them automatically, and that 58,658 applications had been filed. The reason given for the extensions is the time needed to obtain documents from the registry office and prepare plans and technical reports.
To file within the new deadline, you first need to gather the property documents and the technical items required for the application.
What this changes for you
- If the property was built by July 2014 and does not comply with the Building Code or zoning, it may be eligible.
- The application requires property documents and technical items, such as plans and a technical report, which take time to gather.
- The sooner the documents are gathered, the lower the risk of reaching the end of the deadline without filing.
